Recently Microsoft has released another optional update for the devices with manual or auto-configured proxies or VPNs having connectivity issues. Unlike earlier optional update this is not available via Windows Update, users need to download it manually from the Microsoft Update Catalog.
In the Windows message center, here is what the company notified about it:
An out-of-band optional update is now available on the Microsoft Update Catalog to address a known issue whereby devices using a proxy, especially those using a virtual private network (VPN), might show limited or no internet connection status. We recommend you only install this optional update if you are affected by this issue.
Updates an issue that might display the wrong internet connection status for certain VPN users or might prevent some applications from connecting to the internet.
Addresses an issue that might display a limited or no internet connection status in the notification area on devices that use a manual or auto-configured proxy, especially with a virtual private network (VPN). Additionally, this issue might prevent some devices from connecting to the internet using applications that use WinHTTP or WinINet.
