According to the Reddit and XDA developer’s reports, a server-side update has been deployed by Google. This means by only installing the latest version of the app won’t help to enable the mode, because the server-side may not be immediately available for all users.
According to some reports from the user’s comment switching from light to dark theme or set by Battery Saver option in Android 9 Pie also enables the dark mode to the Google App and Assistant.

For now, the rollouts are seemed to be for the selected users in the US, UK, and Australia. The dark theme appears to be rollout on Pixel devices initially. The worldwide deployment would take some time.[wpinsertshortcodead id=”bzyqm5d3e04029f48f”]
